News from the AGM

Newton Aycliffe Royal Telegraph were accepted as new members at the AGM tonight.
As last season was not completed clubs decided not to implement promotion or relegation and the line up for next season will be; Division One: Barnard Castle Glaxo Rangers; Bowes; Evenwood Town; Middlestone Moor Masons Arms; Shildon Railway; Stanhope Town SSC; Willington WMC.
Division Two:Bishop Pavillion; Crook Wanderers; Darlington Deacon; Darlington GSOB; Ferryhill; Heighington; Newton Aycliffe Royal Telegraph; Wolsingham.
All league officials were re-elected.
All rounds of the Colin Waites cup will be played on a straight knockout basis.
Referees fees are £23 plus 34p per mile. Referees assistants £19 plus 34p per mile.
To qualify to play in the Charity Cups players must have played in a qualiying match 7 days prior to the game.
To qualify to play in the Durham Minor Cup players must be registered 7 days prior to the game.
The league hopes to comence fixtures on Saturday 12 September subject to Government/FA sanction.
Kick off times in all Crook League and internal cup competitions will be 2pm but will revert to 1.30pm after "the clocks go back"
New Rules and Rule Changes
Rule Change
10 (G) A Club may at its discretion and in accordance with the Laws of the Game use [7] substitute players in any match in this Competition who may be selected from [7] players. The Seven Substitutes from Seven nominated to the Referee prior to kick off can be used as repeat substitutions, ie if a player is substituted then he/she becomes a substitute, except to replace a player who is dismissed by the Referee. Substitutes must be nominated prior to kick-off, and the substitution must take place at the half-way line, and the referee must have given permission.

New Rule
30 Team and Player Behaviour
a) Appearing on DFA Form 50 brings the League into disrepute. Any team having a player or representative on the DFA Form 50 shall not be allowed to play until the sanction is resolved. A team that does not fulfil a fixture because they are subject to Form 50 will be sanctioned under rule 20B- Failure to play match on the date fixed and fined accordingly.

30 Team and Player Behaviour
b) Any player or team official found guilty by an FA commission for an offence against a match official and receives a suspension in excess of 6 games for that particular offence. Their team will be sanctioned by the Organising Management Committee. The sanction will be selected from one of the following.
• The deduction of 2 points.
• Removal from the Competition.
• A fine not exceeding £50.

30 Team and Player Behaviour
c) A Player who exceeds 60 days suspension or a cumulative figure exceeding 12 match suspensions imposed by an FA tribunal during a two year period will be deemed to be bringing the league into disrepute. On exceeding either threshold, the player’s registration will be automatically suspended for the remainder of the season in all competitions.
If he seeks to return the following season he must apply in writing to the League Management Board providing a clear undertaking regarding his future conduct.
Any subsequent misconduct transgressions carrying a minimum of 3 match suspension will trigger off a further suspension for the remainder of the season in all competitions.

d) The League retains the right to refuse to sanction the registration of any player with an enduring history of misconduct and whose record could bring the league into disrepute. The player or his proposed team has a right of Appeal to the League Management Board.
The League retains the right to terminate a player’s registration if he has been found guilty of serious misconduct or bringing the league into disrepute. The player or his team has a right of Appeal to the League Management Board.

New Rule
25 (I) If a Cup fixture cannot be played on the home teams pitch of choice, the away team can insist the fixture to be reversed and played on their ground of choice. The arrangement must be agreed no later than 9:00 am on the day of the fixture. It is the responsibility of the ‘home team’ to inform the referee.
